Well, makes sense the Chinese would ask for these kinds of resources more. They barely even had the DS over there. You mean FMV? As far as I know, video players on the DS are all done in software. 'd be quite difficult to make a dumper that'd work for all cases. I believe DeSmuME has options to enhance the audio which are less accurate to the DS. Given that one of melonDS's goals is accuracy, it doesn't have any such thing.
