if you are having trouble with the bottom screen working it might be because you have a bad or incorrectly installed bios/firmware

recalibrating the touchscreen in the settings works as well, no need to share files you don't have the rights to do so for.

EDIT: though technically calibration can only ever be a problem with DSi.

Boot the firmware, then click the square with the DS picture in the bottom middle of the touch screen. This will bring up a settings menu with four colored buttons. The calibration is the yellow button with the crosshairs, all the way to the right.
