I'm trying to connect my Pokemon Black rom save to the Wi-Fi, because the C-Gear has no bars lit up, therefore showing that there isn't a Wi-Fi connection in the game. Becuase of this, my time is frozen at 21:08, all the time.

I used this tutorial to help me get a connection to my game: https://melonds.kuribo64.net/board/thread.php?id=285
But after I select an access point - MelonAP - and initiate the connection test, I get this text:

Error Code: 20110

Nintendo Wi-Fi Connection service for this software has been discontinued. Visit support.nintendo.com for a list of current Nintendo Wi-Fi Connection-compatible software.

What do I do here? How can I fix this problem?

Revival service, just enter a DNS in settings. It would be a good idea to check for videos and resources before posing a question, though I'm glad you were able to figure out how to connect melonDS to the Internet on your own!
