Hey guys, after hours of trying, I finally made it work for me.
Version: 0.9.2
Wifi Settings: Bind socket to any address and Randomize MAC Address both checked
Online: Indirect Mode

The key point is that your ROM needs to be patched, the normal ROM downloaded from the internet will not connect.
Patching is very simple. Download the WfcPatcher tool from here: https://github.com/AdmiralCurtiss/WfcPatcher/releases
Extract the .exe file to some directory, drag your .rom file into the icon of the WfcPatcher.exe, one command line will pop up and suddenly disappear.
The patched rom will appear in the same folder of the original rom, with an additional (NoSSL) at the end of the filename.

When configuring the DNS of the WFC, I used: 95.217.77.151 (both primary and secondary), the network name is MelonAP
First, you can test it. Open a new cmd window and type:

nslookup nas.nintendowifi.net 95.217.77.151

If the server is accessible, you should see something like this:

Server: static.151.77.217.95.clients.your-server.de
Address: 95.217.77.151

Name: nas.nintendowifi.net
Address: 95.217.77.151

Then it worked, I tested both Mario Kart DS and Pokemon Platinum and they are working fine.

I follow these steps and tested with Mario Kart DS, but I always get the same error:
Error: 23000

Either the server is experiencing high traffic volumes or Nintendo Wi-Fi Connection service is down

Could anybody help me?

Is your rom patched? Does the rom name contains "(NoSSL)" at the end?
What happens when you try to test the connection in the game? Is it successful or does it return errors?

The game is patched, when I try to go in a Wifi Match says "Unable to connect to Nintendo WFC"
I don't know what I'm doing wrong.
Also, I run the cmd command mentioned, and I get an answer

Here it is working for me.
When I go to the Nintendo WFC >> Nintendo WFC Settings, I use the following configuration:

SSID: melonAP
WEP Key: (empty)
Auto-obtain IP Address: Yes
Auto-obtain DNS: No
Primary DNS: 95.217.77.151
Secondary DNS: 95.217.77.151

If I click "Test Connection", it says "Connection Successful".
Have you tried other roms besides Mario Kart DS?
Are you connecting to the internet using Ethernet cable or Wireless?
What happens if you try using the following DNS addresses instead?

172.104.88.237
164.132.44.106

Glad to be of service.

I'm yet to cover other platforms (Mac and Android), if anyone already tested, make sure to post the steps and results here.

That error means that something in your network (your router or even your ISP) is making the connection fail, restart your router and try again. Your ISP may be blocking DNS responses too, in that case a domain patch may solve the issue.

As stated by Vulpliks, open the command prompt (CMD) window and type the following: nslookup nas.nintendowifi.net 95.217.77.151

If you're able to access the server, you will see this:

Server: static.151.77.217.95.clients.your-server.de
Address: 95.217.77.151

Name: nas.nintendowifi.net
Address: 95.217.77.151

Wimmfi: 95.217.77.151

Trying to get Platinum Wi-Fi up and running. Currently in the process of testing out various primary and secondary DNS inputs, as I still haven't gotten in yet.
.. It was strange to be getting different errors per site/DNS. Any guidance on this would be appreciated.

Wifi Settings:
[ON] Bind socket to any address
[ON] Randomize MAC address

[ON] Indirect Mode

AltWFC: [priDNS = 172.104.88.237] [secDNS = 172.104.88.237]
Unable to connect to Nintendo Wi-Fi Connection. Confirm connection settings and access point settings.
For help, visit support.nintendo.com. Error code: 52201
Wimmfi: [priDNS = 95.217.77.151] [secDNS = 95.217.77.151]
Either Nintendo Wifi-Connection is experiencing high traffic volumes or the service is down. Please try again later.
For help, visit support.nintendo.com. Error code: 23917
Kaeru: [priDNS = 178.62.43.212] [secDNS = 178.62.43.212]
Either Nintendo Wifi-Connection is experiencing high traffic volumes or the service is down. Please try again later.
For help, visit support.nintendo.com. Error code: 23917
Been resetting back to the WFC settings to edit DNS via System>Reset, which boots to Platinum title screen.
Using the (NoSSL) patch generated by the WFC Patcher.
Wireless Internet.

Kaeru also connects with Wimmfi, so that's why they received the same error which could be caused by server instability. I would recommend restarting the router and trying again.
about Altwfc tho, it's either your ISP blocking the request or if you tried Wimmfi/Kaeru first, it is a Nintendo Wi-Fi Connection ID conflict (since they're different servers). Always reset the Nintendo Nintendo Wi-Fi Connection ID during the test on different servers. Follow the Extra Step on the tutorial for more info about that.

I always recommend keeping the emulator updated, in addition, the dns that I use is: 164.132.44.106. I use it in primary and secondary DNS. Works too well
