Accessing the site does not mean your ISP does not tamper with the DNS.
it could still be tampered lol.

BTW I have no issue connecting to this DNS while its both primary and secondary : 178.62.43.212 .

Thanks! Running the RiiConnect24 DNS Server worked for me.

EDIT: Wait I just remembered that I set the DNS Server as 1.1.1.1 on my router a while ago. It is probably due to that.

I'll revise the solution.

So from what I've seen and heard, the problem with the error code is with ISP's blocking custom DNS's. What you want to do to fix this is to patch your ROM with the WFCPatcher.

1. Download this patcher: https://github.com/AdmiralCurtiss/WfcPatcher/releases
2. Extract its contents and place them inside a folder.
3. Now, place your ROM file into the folder of the .exe application.
4. Run a cmd for the folder. (This can be done by typing "cmd" into the directories bar, if that doesn't work... Google it)
5. Type this into the cmd:

wfcpatcher "X.nds" --domain wiimmfi.de

X is the name of your ROM file. Example:

wfcpatcher "Pokemon Black.nds" --domain wiimmfi.de

6. The process of patching should start after you hit enter and you'll be promptly greeted with a copy of your ROM. It should be named "X (wiimmfi.de).nds"
7. Use the newly generated ROM file to boot your game and go to the WFC settings to test it.

I had made a guide of MelonDS in general , from where Cloutan started this thread
after this indirect issue in 0.9 is fixed now, I'll extend the guide to a multiplayer how to

what I had in mind were also local wireless and (sigh...) Pokemon specifically since we get a lot of requests on these topics.

If i am not mistaken that means you used a different DNS server prior to patching the rom.
So you need to delete the WFC settings I think its next to where you see the MAC address of the DS.
BTW there is already the tutorial in the pins it just needs a little updating here and there.

I've been facing these problems for months (I even gave up on MelonDS until I saw this post)

So, I tried to do exactly as you said:

RiiConnect is indeed for the Wii, however, the original WFC servers allowed for Wii and NDS systems to be connected to it. This its not weird the RiiConnect service could allow for NDS systems to work.

Me and a friend have had a similar issue a while ago. First we tried connecting my emulated copy of Mario Kart DS to his copy on a 2DS using TWiLightMenu++. Since it uses the NDS firmware already on his 2DS system, it should have had full compatibility. However, none of the internet connections around would allow the system to connect. The firmware was just too outdated. So instead we tried using his phone as a hotspot for Wi-Fi connections. We entered the settings correctly and then tried connecting. His phone then decided to eject the 2DS system from the hotspot. This lead us to try it on an emulator on his end too. We where at work at the time. Both machines where connected to the same network. Since he already owned a dump of the game, we simply moved it over to his computer. I then sent him my old NDS-Firmware and BIOS files. I was on newer DSi-Firmware and BIOS. The two emulated systems would connect to Wiimmfi. But refused to detect each other, even after registering each others friend-codes. I am honestly not surprised by this point that two instances of MelonDS cant find each other on Wiimmfi. I am however confused as to why. Even more so considering the fact that we later attempted it again. This time from our own machines. Connected to different networks. (for reference, we both live in different provinces.) We entered the DNS values to connect to Wiimmfi, double-checked our friend-codes and went online. This time it did match us up. We played several games without connection issues. Well, except for lag and desync as result of said lag. I remember my friend saying he saw me "Bounce all over the map".

I think MelonDS' online functionality still needs a bit of attention. I remember a post of the developer stating that on a technical side, Wi-Fi connection is done. It works. So I will not fault them. However, it could use a little touching up to work out some issues.
